The Examiner article today left out an important question - what happens when
the hospital is complete?
The access road will become a permanent road and is then subject to an EA.
The EA can only be done if the city either removes the parkway from the official
plan or builds the parkway.
The referendum question as written does nothing to remove the road from the
official plan if the majority vote NO
